In WordPress dashboard go to appearance submenu and click on customize.
After clicking on customize you will in theme customizer.
Here you have to click on Menus .
In the menu section, click on Create New Menu than write your menu name & select items in your menu by clicking on Add Items.
Set your menu location.
Click on the publish button.
